What are the questions you ask a client before making a website?

1)    Why do you want a (new) website?

2)    What’s your business/organization all about?

3)    Who are your prospective customers or visitors?

4)    What do you want visitors to do on your site?

5)    What sets your business apart from your competition?

6)    What problems does your business solve?

7)    By what date do you need the site completed?

8)    What are your long-term plans for your site?

9)    Who will be responsible for updating your site?

10)  What do you NOT want on your website?

11)  Do you have preferences regarding colors, fonts, etc....

12)  What sites do you like and what do you like about them?

13)  What sites DON'T you like and what DON'T you like about them?

14)  Do you need of want a CMS?

15)  What browser do you/your company use?

16)  What is your budget? etc..

Budget is one of the last questions. If you came his far with the questions, your client really wants a website and the price is less relevant (within limits of course)
